Funeral Support and Repatriation Programme for the Cameroonian Community in the Philippines
The loss of a loved one is a difficult ordeal, especially for members of the Cameroonian community residing in the Philippines. In order to guarantee appropriate financial and logistical support in the event of the death of a member or a member's close relative, it is proposed to set up a death management programme including compulsory financial support, contribution arrangements and penalties for non-compliance.
The main objective of this programme is to ensure adequate assistance for the management of deaths and the repatriation of the bodies of members of the Cameroonian community and their relatives in the Philippines to Cameroon. It also aims to provide financial support to the relatives of the deceased to help them with funeral expenses. By following these guidelines, the community can ensure adequate and respectful assistance at this difficult time, while promoting solidarity and responsibility among its members.
Article 1 of the Compulsory Contribution Terms and Conditions:
In the event of the death of a member of the Cameroonian community in the Philippines, it is compulsory for each active member to contribute financially according to the following categories:
1. Death of a member: minimum 1000 pesos per member.
2. Death of spouse: minimum 500 pesos per member.
3. Death of a child : Minimum 500 pesos per member.
The above-mentioned contributions will be collected within 2 weeks of the official opening of the contribution register by the Executive Committee. The funds collected will be used to cover the funeral expenses of the deceased and the cost of repatriating the body.
Article 2: Procedure for applying for and managing financial support:
Application procedure for financial support
1- Notification: The first step is to notify the Executive Board of the Association of Cameroonians in the Philippines or the designated persons responsible for the management of the support programme in case of death. This notification can be made by the family or friends of the deceased member.
2- Application: An official application for financial support must be submitted by the family of the deceased or their representative. This request must contain information such as the name of the deceased, his/her relationship to the member, the estimated costs of the funeral and repatriation, and any other relevant information.
3- Verification: The Executive Board of the Association of Cameroonians in the Philippines or the designated persons responsible for the management of the death support program shall verify the death and the relationship of the deceased to the member in question to ensure that the request for financial support is legitimate.
4- Approval process: Community leaders or a designated committee must review the application for financial support and approve it based on established guidelines and criteria.
Financial support management
1- Fund management:
- A specific account will be opened to receive contributions.
- The funds raised will be used to cover funeral expenses and the repatriation of the remains.
- An accurate record of contributions and expenditure will be kept to ensure transparency.
2- Repatriation of the body:
- In coordination with the local authorities and family members, arrangements will be made to repatriate the body to Cameroon.
3- Disbursement of funds:
Once the request for financial support has been approved, the funds will be managed by a designated committee within the community in conjunction with the family of the deceased or the designated beneficiary to cover funeral and repatriation costs.
4- Reporting:
It is important to keep a record of the financial assistance provided, including the amount disbursed and the purpose for which it was used. This will ensure transparency and accountability in the management of funds.
Article 3: Penalties for Non-Contribution:
Any member of the Cameroonian community residing in the Philippines who does not respect his obligation to contribute financially in the event of the death of a member or a member's close relative will be subject to sanctions. This may range from a Warning to Permanent Exclusion from the Cameroonian Association with loss of community benefits and services.
1- First offence: Written warning and reminder of financial obligations, followed by publication of the names of non-contributing members to ensure accountability.
2- Second breach: Temporary suspension of Community benefits and activities for a fixed period.
3- Third breach: Exclusion of the Cameroonian community in the Philippines and definitive loss of its community rights.
It is essential that every member of the community understands the importance and urgency of making a financial contribution to ensure adequate support in the event of a death in the community.
The implementation of a funeral support and repatriation programme for the Cameroonian community in the Philippines is crucial to ensure immediate and effective assistance in the event of a death. By respecting the terms and conditions of compulsory contribution and understanding the penalties for non-contribution, we can ensure solidarity and responsible support within our community in times of bereavement and hardship.
