As the Philippines observes National Heroes Day on Monday, August 31, the Southwest Monsoon (Habagat) continues to bring significant rainfall across parts of Luzon and the Visayas. PAGASA forecasts monsoon rains over the Ilocos Region, Abra, Benguet, Zambales and Bataan, while occasional rains are expected over Metro Manila, Tarlac, Pampanga, Bulacan, Rizal, Cavite, Laguna, Batangas and Occidental Mindoro. Western Visayas and other parts of Luzon may also experience cloudy conditions with scattered rain and thunderstorms.

The current weather situation is being influenced by enhanced Habagat and Tropical Depression Pilandok, which is located east of Northern Luzon. Although Pilandok is not expected to directly affect the country through landfall, its interaction with the monsoon is contributing to increased moisture and rainfall. PAGASA's latest outlook indicates that these conditions may continue into September 1, with occasional rains and thunderstorms remaining possible in several areas through September 4.

The prolonged rainfall has also increased the risk of flash floods and landslides, particularly in low-lying, mountainous and already saturated areas. The Mines and Geosciences Bureau has identified 8,823 barangays nationwide as susceptible to landslides and flooding during the current period. In Bulacan, Ipo Dam has released excess water following rising reservoir levels caused by the persistent Habagat, with downstream communities advised to remain alert.

Monitor PAGASA's latest rainfall warnings, flood advisories and local government announcements, especially if travelling through flood-prone or mountainous areas. PAGASA's official forecasts currently indicate that Metro Manila may continue to experience occasional rain on August 31, followed by cloudy conditions with rain showers or thunderstorms during the first days of September.
