Department of Labor and Employment (DOLE) Reinforces Employment Permit Compliance
The Association of Cameroonians in the Philippines (ACP Inc.) wishes to bring to the attention of all community members an important reminder recently issued by the Department of Labor and Employment (DOLE) regarding the legal requirements for foreign nationals working in the Philippines.
The advisory follows an ongoing investigation involving a foreign national employed as a university basketball coach. During the course of the inquiry, DOLE highlighted the importance of ensuring that all foreign workers possess the proper employment authorization required under Philippine law. The case has since prompted labor authorities to strengthen enforcement measures and conduct closer reviews of compliance among both foreign workers and their employers.
A key point emphasized by DOLE is the distinction between the Alien Certificate of Registration (ACR) and the Alien Employment Permit (AEP). While the ACR, issued by the Bureau of Immigration, allows a foreign national to legally reside in the Philippines, it does not authorize employment. The AEP, issued exclusively by DOLE, is the document that legally permits a foreign national to work in the country. Foreign nationals engaged in employment activities without a valid AEP may be considered in violation of Philippine labor regulations, regardless of their immigration status.
DOLE has also reminded employers and foreign workers that employment activities must remain within the scope defined by the approved employment contract and permit. Any significant change in work assignment, location, or responsibilities may require additional approvals or amendments to existing authorizations. Community members are therefore encouraged to regularly review the validity and conditions of their employment documents and seek clarification whenever necessary.
In addition, DOLE has announced a significant policy change regarding the processing of Alien Employment Permits. Effective immediately, all applications and renewals for AEPs will be centralized and handled exclusively by the DOLE Central Office in Intramuros, Manila. Regional DOLE offices will no longer process or approve AEP applications. This measure aims to strengthen oversight and ensure greater consistency in the evaluation of foreign employment applications throughout the country.
ACP Inc. strongly encourages all Cameroonians living and working in the Philippines to verify that their employment status, permits, and documentation are fully compliant with Philippine laws and regulations.
